Any investment project with capital less than $2,000,000 US dollars shall be decided by the Royal Government to be delegated to the Phnom Penh Investment Sub-Commission. They are entitled to decide the registration of qualified investment projects.

The Phnom Penh Investment Sub-Commission has its Secretariat (investment office) that deals with daily work and plays a role as a one-stop-service mechanism on investment projects in Phnom Penh.
